fix(sysopt): gate shared macOS bypass constant to macOS builds

MACOS_DEFAULT_BYPASS is referenced only from cfg(target_os = "macos")
code in sysopt.rs, so clippy on Linux and Windows flagged it as dead
code under -D warnings.
