* fix(ci): handle plain Copilot 429 in PR review

Recognize unclassified CLI rate-limit output in the existing non-blocking quota guard. Regenerate the pinned gh-aw workflow so review checks do not fail when Copilot cannot accept a request.

* fix(ci): avoid duplicate quota predicates in Copilot review
