Assign Copilot once per eligible Renovate PR when current-head lint or
type checks fail. Reuse repository guidance and COPILOT_GITHUB_TOKEN.

Analyze minor dependency version sets separately, deduplicate dispatches,
and publish adoption suggestions without changing code or merge state.
