wonfen d87bb7b6a3 fix(singleton): acknowledge window restoration before UI work ...

Dispatch blocking window restoration outside HTTP workers to prevent notification timeouts and repeated window activation in #8118. Remove the misleading failure log, update the changelog, and remove server tests as requested.
