Tunglies 1313692b3d refactor(sysopt): name the proxy state lock for its full role ...

The lock now owns the (Sysproxy, Autoproxy) state, so proxy_state_lock
says what it guards; the guard locals follow. constants::proxy held a
single sysproxy constant and is renamed sysproxy.
