14770df157 chore(deps): update rust toolchain to v1.99.0 (#8147)
* chore(deps): update rust toolchain to v1.99.0

* fix(rust): handle breaking changes introduced by compiler

- Trailing semicolon in macro should not be used in expression position
- A deprecated method was renamed for consistency
  - Before: `std::sync::atomic::Atomic::<u64>::fetch_update`
  - After: `std::sync::atomic::Atomic::<u64>::try_update`
